Korean firm lone bidder for Malaya plant

Power Sector Assets and Liabilities Management Corp. declared Soosan ENS Co. Ltd. of South Korea as the lone bidder for the one-year operation and maintenance service contract of the 650-megawatt Malaya thermal power plant in Pililla, Rizal.

PSALM said in a statement Soosan offered P208.74 million for the contract of Malaya TPP which was within the approved budget for the contract of P213 million.

PSALM president Irene Joy Besido-Garcia said that under the implementing rules and regulations of Republic Act No. 9184, or the Government Procurement Reform Act, Soosan ENS needed to undergo post-qualification evaluation before the contract could be awarded. 

PSALM is managing the Malaya facility through an OMSC. The plant is a must-run unit that provides backup power in instances when supply is deficient or unavailable in the Luzon grid. 

Garcia earlier said the first round of bidding for the Malaya O&M was a failure in May.

“The first round of bidding for OMSC Malaya TPP generated two bidders. One bidder was disqualified during bid evaluation, while the  lowest ranking bidder was post-disqualified. We have declared failure of bidding and we have commenced the second round with the publication of invitation to bid on  Aug. 8, 2018 and conduct of pre-bid conference [Wednesday],” Garcia said.

PSALM invited bidders to participate in the procurement of the OMSC for the Malaya plant with an approved budget of P213 million. Bid submission was set on Aug. 30.

Part of the responsibilities under the service contract include the day-to-day upkeep, management and maintenance or repair of the power plant and its equipment.

The government is still hoping to privatize the Malaya plant on an “as is, where is” basis to pay off the PSALM’s debts.

The Malaya plant consists of a 300-MW unit with a once-through type boiler and a 350-MW unit fitted with a conventional boiler.
