The Civil Aeronautics Board said it will issue rules and regulations penalizing airlines for chronic flight delays next month.
“The guidelines will be issued next month. We are refining it,” CAB executive director Carmelo Arcilla said.
“We are going to penalize the habitual or chronic delays, We are looking at the overall performance for a significant period of time,” he said.
The on-time performance or OTP is a standard aviation measurement to track the day-to-day performance of an airline and reflects the level of success in adhering to the published schedule.
Arcilla said that the agency would impose monetary penalties for chronic flight delays or removal of a particular flight.
“We might require that [for] a particular flight because it’s causing inconvenience,” Arcilla said.
The CAB reported that on Oct. 11, Cebgo posted an average OTP of 90 percent; Cebu Pacific, 89 precent; PAL Express, 82 percent; and Philippine Airlines, 82 percent.
The lowest OPT on Oct. 11 was by Skyjet Airlines at 13 percent; Philippine AirAsia, 61 percent; and AirSwift, 75 percent.
Local airlines submit their average daily flights per airport of origin every 15th day of the following month.
Local airlines and the government on June 26 signed a pledge of commitment to decongest the Ninoy Aquino International Airport.
The airlines committed to help decongest NAIA through improved on-time flight performance. They also supported the development of other gateways including Sangley Point Airport in Cavite province.
